Yes. The MVP tools are all free and open to every user. Quotas and rate limits are still stored in the database for future VIP controls, but they are not enforced as paid features right now.

Yes. The plan is to keep one user system, one dashboard, and one admin panel while each tool stores its own data and usage logs.
